Al Registro Nacional de Usuarios de Telefonía Móvil (RENAUT), ese bodrio surgido de un paquete de reformas a la Ley Federal de Telecomunicaciones aprobadas por el Congreso, le queda poco tiempo de vida.
La bancada del PRI en la Cámara de Diputados ya tiene en la mira a lo que queda del RENAUT y podría impulsar una reforma para desaparecerlo por completo y crear un registro de otro tipo.
Para el rumbo que tome el RENAUT, será clave la comparecencia del presidente de la Comisión Federal de Telecomunicaciones (Cofetel), Héctor Osuna Jaime, quien está citado ante la comisión del ramo de la Cámara de Diputados para el próximo martes.
El tema de la comparecencia será exclusivamente el estado que guarda el RENAUT, la viabilidad que éste tiene y la solidez de los datos personales con los que fueron registrados millones de líneas de teléfonos celulares.
Su crecimiento fue muy complicado. Y cuando se terminó el plazo para concluir el registro, el RENAUT recibió severos golpes de realidad, que lo tienen en muy malas condiciones y a punto de fallecer.
El RENAUT nació con deficiencias debido a las inconsistencias con las que fueron aprobadas las reformas que le dieron origen, por las dos cámaras del Congreso de la Unión.
Su crecimiento fue muy complicado. Y cuando se terminó el plazo para concluir el registro, el RENAUT recibió severos golpes de realidad, que lo tienen en muy malas condiciones y a punto de fallecer.
El primero fue cuando las empresas que prestan el servicio de telefonía celular y la propia COFETEL decretaron una prórroga de facto, al permitir que el registro continuara después de las 0:00 horas del domingo 11 de abril.
El segundo golpe al RENAUT fue cuando Telcel, la principal empresa de telefonía celular, obtuvo una suspensión provisional, lo que le permite no suspender las 13 millones de líneas que no fueron registradas.
Si el Poder Judicial, tras revisar a fondo la demanda de amparo, decide otorgar a Telcel la suspensión definitiva, entonces el RENAUT habrá recibido la estocada final.
El RENAUT, como está, no es seguro y no responde al objetivo para el que fue creado, que es inhibir la realización de extorsiones telefónicas.
Debido a los descuidos en el momento de legislar, cualquier persona pudo registrar su línea de celular e incluso varias líneas de manera electrónica, con datos falsos.
La propia COFETEL reportó que se han detectado hasta el momento cerca de 50 mil líneas registradas con datos falsos.
Y en el caso de quienes sí aportaron sus datos correctos, no hay una certeza de que éstos no será usados con fines distintos al de mantener un registro nacional de líneas de telefonía móvil.
Los paliativos a este mal ya están en puerta, a través de la Ley Federal de Protección de Datos Personales en Posesión de los Particulares, que aprobó el pasado martes la Cámara de Diputados.
Y con la iniciativa que presentó ese mismo día la senadora del PRD Claudia Corichi, que plantea penas de hasta ocho años de prisión a quien venda, transfiera, publique o haga un uso indebido de los datos personales recabados a través del RENAUT.
